This file is a Shortcut (lnk) file, It is a windows shortcut to a file named "game.bat", I am assuming "game.bat" is intended to be "malware", due to the publisher of it using VirtualBox (Virtual Machine Program) to make it with. (You can tell it is made in vbox because the "Start In" part is set to "C:\Users\vboxuser\Desktop\game.bat")
Unfortunately for the publisher, shortcut files wont do anything unless the file you set for the shortcut is there. If you wanted to actually share your "malware" you should've shared the batch (.bat) file.
(Also changing your file extension to ".download" will make it not work in the first place, it actually just needs to be bat file. Learn how to convert bat files into real executables.)
