Right now, the way to date NPCs is to talk to them when they are in the people here iirc.
Mmm, but the Best Friend is already dating someone, so I assume the opportunity is lost at this time?
I haven't tried this. The Best Friend is into Open Relationships normally, so you can still fug them. I have not seen any consequences for cheating so far.
