About your idea... have you seen the Avengers movies? In which the characters were first introduced individually and then later they were brought together in a single movie?
That's more or less the idea in the game... First introduce all the characters and then make a story about them together. Of course, all of them won't be possible. There will be too many. But at least everyone from each destination is possible and planned.
