Yes, each click is 10. You need to set three numbers you found on paper and then confirm with Enter. (Not after each number but after all three)
I must have forgotten how safes work, you need to go past 0 each time, lol. That's a nice game with a nice, built up, interesting ending with a good story. Thanks for the effort - a couple of years is a long time spent.
