So i have hit a snag an i can't continue the game anymore? at least i think because i have digimon in the world i cant for the life of me figure out how to progress?

Paildramon: i hear you need 16 residents to continue, but cant get anymore right now.
Gogamon: Refuses to talk to me.
Meramon: Refuses to talk to me
Kudamon: Needs a healing item i can't find anywhere.
And now no one else is showing up? i don't really know what to do anymore since there isn't any directions being given.
Edit: Meramon was activated after i got a random resident Chibimon from i think?? beating the challenges? to get him to show up?
