Hiya, I've been looking around with other games that have this issue. Do you have Epic games downloaded by chance? Do you have Unreal 5 downloaded by chance?
Here's some info I found not sure if it might help....
I'll look into dx12, don't think that should be an issue but maybe....
Verify Installation is useless, just install fresh for that.
Try some of these if you can.

Possible solutions: Update your Unreal Engine 5. Update your GPU driver. Verify the installation. Stop overclocking. Change your default graphics card. Repair your system files. Disable your antivirus temporarily. Perform a reinstalling. Force the game to start with dx12 argument in Steam client ( -dx12 ). #1tigris
Dec 15, 2023 @ 11:35am Turns out my Epic Games Launcher had become corrupt, so reinstalling Epic Games Launcher did the trick! Up and running, thanks to your suggestion to upgrade Unreal Engine.
