Why does it say that windows protected this PC and my antivirus is quarantining the .exe file i cant open it

it's your issue. if your computer is windows 10, then go to settings and under security options find protection history and you will see the file.
Your pc cannot detect the licencing and it thinks it's a virus. Happens to everyone, you don't need to worry about it
