hey im in act 2 and they said to liberate or go to the city hall but it wont let me in is there another way in or did i forget something
If you mean Act 3(a bunch of people fighting on the streets), the game sometimes glitches if it's nighttime. Make sure to start the whole prison sequence during daytime.
