It's not even a question of whether Steam accepts it or not but whether the developer(s) accept it or will actually want to put it on Steam... that's why it's a suggestion as it would be cool (there are several h scene games on Steam, just see it)
No, what I meant was there are people who don't put effort into games. If it's a parody, meme, or a game that devs make with the intention of being crazy (like Goat Simulator or Far Cry 3 Blood Dragon) then don't half ass it.
