Generally the player will be on the receiving end due to NPCs wanting to control or use your character in some way. However, there will be options, paths, and powers to put the player in a more dominant or giving position if you so choose to pursue them.
That leads well into the next question, yes there is a fair bit of that. You get to make choices that can lean your actual powers in either direction. There are of course ways to make domination your source of power and followers. There are however, also ways to be a power bottom if you so wish.
