RightClick on exe file, go to properties and set compatibility with Windows 8. Worked for me.
I'm still getting the issue, might be a win 11 or GOG thing.
Edit: Solved the error and was able to play by booting up HM Classic in the installation file and downloading directplay. Seems like an unaccounted for dependency.
