Never. Steam doesn't allow games to be on other sites for less than Steam charges. They also don't allow Honey Select asset games, because that is classified as a game itself, and anything made with it is therefore a mod to Steam.

This is too easy to implement. They can set a price and sell it at the original price on Steam, and other platforms that want to offer it for free can get a 0% discount. I once received a free GTA5 on Epic, and until now, the discount on Steam seems to be as low as 50% off
