And also, to give an item to an NPC (if that NPC is even able to RECIEVE an item, like Toodles, Gigi, and Glisten), you just need to have the item in your inventory when you talk to them. For Toodles and Glisten, you just have to go through their other Dialogue first, but for Gigi, you have to press the "Give Gigi a Blunt" button in red text at the bottom right corner, which only appears if you have a blunt to give.
