Probably not, the author likely isn't comfortable making a quadruped/animal character a romance option. That and/or the author doesn't include that character as a RO because she has other plans (like some of the other non-romance-able characters)

It's alright, just keep in mind a lot of people are uncomfortable with quadruped creatures being a romanceable option!
