For those of you with low end PCs that are having lighting issues. MAKE SURE YOUR LIGHT COUNT ISNT SET REALLY LOW! You can find this in the Graphics setting on the main menu!
That is because Ultra increased the number of lights that can be on in a given aria around the player. The option is under the Advanced Graphics Setting
