Before you try to open the application right click on the file then it will have an option related to Norton security. Click on that and Norton should open up the file details on the application. In the bottom right corner there should be a button that says something along the lines of "trust this user". Click on that and then it will say "user is trusted" once you have Norton trust the user you should be able to run the application
