Not sure but the "diplomatic panel seems to not be accessible, it open the same screen as " expend"
Edit : when you finish the construction of the big ship and click the return button it goes one second on the map then fades back on the diplomatic panel. Even though the next objective says " reach 100% domination" ( I'm at 95%)
