When you get that Quest from the Witch in her hut at night, she gives you 5 of the lures for the raptors, he can be found in the Forgotten Temple location, if you have not unlock it yet, you can keep on doing the white lizardess quests until it can be found from one of the talk options from her or randomly from exploring one of the swamps, you can either buy the recipe for that from the witch during the day or night in her hut or you can learn it in your home with your INT stat high enough, for taming him, there is a certain chance you will get the message saying he is friendly after beating him with the tame status icon visible after his name on the screen below or above his model if he have one, if the total turns for it is above 120 after beating him, it is 100% catch rate.
