As Shmallow noted, you need to make sure you're on the Sub and not the Dom path for the panther, which is based around whether you choose to accept his cigar in the Park event (Dom path) or you act uncertain and he forces your face into his leather pants (Sub path).
You can't switch paths once you've made the decision, so if you accidentally put yourself on the Dom path, then you'll need a restart to access the Sub path.
