I mean like the background, I see you split it up into multiple parts, do you draw the foreground or the background first? How do you go about making something like that?

Yes it has several layers. I started by drawing the background, then proceed to the foreground. The building should have a little bit more darker color than the layer before so it can give some kind of parallax effect. And as you can see, I also made it so that the farther a building, the smaller it gets.
