No. During the rating period (now), new file uploads are locked. This means you can't upload ANY new files, including webGL.
After the rating period is over, you can of course upload new files like a webGL build.
Stop spamming in caps everywhere. That's a good way to get banned. If you can't communicate in a decent and civilized manner, then don't.
