You have to talk (meet him) with the following people, Arlene (police officer), Lin lin (happy massage), Fawn (your neighbor), the homeless people under Don Lair.  you just follow their directions when you dialogue.  I think you should start from homeless people...

Out of curiosity... how exactly did you do that? It says you have to gather "allies"... but who do u actually talk to?

try every named character you know, starting with Fawn - they should give you hints, and if you still don't know, come here and look through the comments, it's been answered plenty times
