Side quests are unlocked as you progress through the story; some of them require special objects - which you will find outside of Whellcum's village - so be sure to check the Hellgem world map for clues.
Sorry, if I read this right, you've repaired all of the buildings & rescued all of the villagers? If thats the case then there is no more side-quests until the December update.
