Speak to Arlene, then visit the hobo area and get their help, before returning to Arlene! You'll need to sleep periodically to move events forward.
For low strength character (role-playing), how do you get Sammy to help take down the guards? I got the guard schedules from her, but I can't find an option to ask her to help me fight them? Thanks!
Unfortunately, Sammy isn't available to help in that way! Fortunately, you shouldn't need high strength to clear that part!
