As far as I know, a RAM uses an index or an adress or whatever you call it.
That means that the 64bit are split up into eight 8bit registers.
That way, you need:

8 bits data
3 bits index
1 bit store
1 bit clock

This gives you a total of 13 inputs. And it actually has 13 inputs, not 14
