Yes, you can make a good game with scratch. Sorry I didn't reply earlier. The description says to "make a game in 24 hours." Does that not imply that you should do it in the 24 hours the jam was around? Also should your game not fit the theme?
About the scratch thing, it is, to quote Michael Reeves, "A child's toy." And sure you can do cool stuff with it, but most of the objects in it are quick and poorly made. I don't doubt you could make good things with it, and I'm sure the logic to track the first one dot is complex, but please don't submit a game, then see I removed it, then submit another game that qualifies even worse.
Odd that you only get your game out to jams that have cash prizes, eh?
As such if you add a new submission to this jam you will be banned, unless it is of high quality and made exclusively for this jam.
