Just saw this and thought this is a great project. I love the 2d top-down style and played both Zelda as well as Earthbound on SNES. I think I am able to help you out, however I am not available for 6 month straight.
If you are interested in hiring me, maybe you would be OK with a number of calculated and well planned commissions? It obviously depends on your project scope, but it should be possible to create tiles, game objects and characters quite efficiently if you know what you want, which certainly seems like you do.
