the config folder and files are fakes - Which is why I didn't mention them or tell anyone to use them - I didn't know, however, that the game doesn't make the settings on first run.
Perhaps try taking Notepad++ - And opening a new document in it, and then immediately turning around and saving it in a new folder (SaveGames) as "Settings.SAV" (you won't find SAV extension in the quick fill drop bar, but it'll assume the SAV extension identity when you save the new document as ".SAV" (Dot S A V)
Maybe, the game will auto-fill the blanks the next time you attempt to start a new game - and then from there you can edit it to reduced settings.
There's more than just graphical settings (Albeit, most of it looks like gibberish) in the Settings.SAV file - enough "Can't tell or different with buzz words" that I can't feel comfortable sending a copy of it out, low settings or not. I don't know if there's any particulars that are set per computer or if its just generic hoopla surrounding the different game options - But maybe if the game recognizes the blank SAV file, and fills it in with default settings, you'll be able to adjust them properly from there.
It's possible however. That quality won't help.
You say an error showed up when you tried in 32bit, and its possible that a driver or specific...runtime? utility? is out of date or not installed.
Things like Microsoft Visual C++ xxxx Runtime - or potentially, older versions of it that conflicted in running the game with newer versions. or vice versa.
Or not having enough system RAM
if none of that does anything for you, then maybe I can try and see if I can upload the settings or maybe somebody else will before you even respond
