the "requirements" to eb a planet, are subjective, and could potentially change in the future. Either way, its a celestial body, ssame way the earth is, so it could in theory be a planet.
It is incredibly small, and not to mention inside of the kuiper belt which has many more celestial objects, not to mention a couple dwarf planets in addition to pluto. Unless you want to name every object in the asteroid and kuiper belt a planet, calling a planet would be definitely incorrect.
