From what I remember you have to get infected by the parasite, take it back, talk around/or wait there is one scientist that need materials from enemies to craft it.
You need to talk to linda about the parasite sedater i think, i cant remember because it was long ago, You get 2 of the requiered parts in Forrest park, to get 1 of them, learn electric shock from rinny, hope this helps
