I wouldn't know myself, but I can tell you the only good browser game making tool is Scratch, which is very limited in options and only good for beginners.
This was made using unity which is free to download and use for personal use. Bit of a steep learning curve but there's plenty of tutorials out there that can help teach you the ropes.
