I used Gamemaker Studio: 1.4 and Aseprite (I didn't make my own sounds). I managed in just about 3 hours (slightly under 3:15) by making use of a solid planning and scope. I started by making an asset list, then making the art (~1 hour), then creating the actual game (~1.5 hour) and then finetuning it (~0.5-0.7 hour). The key part of having only 3 hours is that you have no time for iterations. You gotta commit to what you're making.
