The default tax is 30%, but depending on what trade deal a country has with the US, this can be reduced. This is calculated during the tax interview. Make sure to provide a Foreign Tax ID, if possible, to help give you a more accurate result.
I’m not familiar with the trade agreements between Iraq an the USA, if the tax is indeed 30%, then Itch.io can’t really do anything about this.
