Each activity has a cap on how night it can raise their affection towards you.
If nothing increases it further for a particular character, then the mechanic for it is not currently implemented in the game.
The game is still very much a WIP, after all.
Characters like Ste are not even Hyao's work, so he's dependent on the characters' owners to provide the interactions to include in the game.
