This version of the game contains local multiplayer (keyboard/mouse + gamepad or 2 gamepads). The Steam version contains 3- and 4-player local multiplayer, and online multiplayer.

You can't, sorry. At least one person needs a gamepad.

ok thanks and by gamepad what do you mean for example does a xbox one controller work

Yes, any gamepad that works with a PC.

The xbox 360 controller is not working with the pc, it automatically selects itself as first player, and so does the computer.

This can be easily fixed by assigning the controller to a different player on the control mappings screen. Also, check this out: https://streetsofrogue.tumblr.com/troubleshooting

Has to be a full gamepad (ABXY, Two sticks, trigger buttons, D-pad) though. No NES controllers.
