why top 4? instead of the top 10... (and why the top)

As I explained, for the purpose of the revote, when including our 40% vote, it only effected the top 4 in value change. The rest shifted only .0001 percents so that is all I posted. That and plus we decided to give everyone else the base prize of Standard instead of just the top ten. Thought that was a good thing of us to do. Am I wrong?
