What program is the art made in?
Adobe Photoshop. The devs usually mention the software they used in the "Made with" section

Ren'py provides with pre-built models. The dev must have also used Adobe Photoshop for further enhancement.
Characters are made with the Koikatsu engine, one of the best character creators out there. I recommend checking it out!
