I think I found the problem: The game told me to avoid Noriko in the morning, so I took a nap and she was gone... along with the other characters that I'm supposed to meet outside.. which lead to a softlock without said arrow.
Ahhh, oof yeah I almost got lost in that but hey! Now you know the problem, good job!
