I got this error when opening the .exe file. I guess you need to include the surrounding files too.
you need to download both the files posted and place them in the same file folder/location before opening the .exe I'm guessing you didnt download the pck?
EDIT: I changed it to a .zip so it's easier for people to download I also patched a few bugs
