This is a tricky one! You're more than welcome to develop and submit a Twine game to the jam, although finding a way to adopt the jam concept literally may be a little difficult. As it is, even if it's not literally possible to make a fiction game that lasts a minute, you can still submit if it's in the spirit of the one minute theme in some way.
