In general the more generic your engine the less performant it is. Given the lower processing power of GBA, it may be difficult to create a good game engine that can be used for a variety of game types. If you want to develop for older platforms you may have to do the work instead of reusing tools. I've been impressed with GB Studio but it is also pretty limited.
