The thing you miss is trademark rights, some indie     developers don't have trademarks but the ones that do have it,  hold a little bit more power. Publishers can't just use your trademark, you'll have to make a contract with them because legally allowing any company to use it without agreement is grounds for your trademark to be removed. If they don't want to deal with such problems that means they aren't going to do real work. 

you seem to think current console and PC ports are hard to be accepted but the fact is that it became much easier than it was 10 years ago. Anyone can get a international ranking, anyone can make an account for Nintendo, XBox, Playstation and anyone can make a steam account. If I am going to allow a company to use a trademark, i want them to do more than just upload my game. Trademarks aren't the same like games they hold legal weight and so if the publisher cant handle such thing or  that they only upload  games to the platforum than it is worthless  publisher that is taking advantage of indie developers.
