Yes, inspect the gloryhole (or fence) and rest for the night at Ste's, then you'll get a scene midnight and you get to choose to fix the gloryhole. Inspect it again and to find out what materials you need and who you can help with it.
If I remember correctly the game says you can ask for help by approaching Lenny/Roland and Blake/Dulrig.
