keep going to that homeless dude and he'll give you a tip to buy a counterfeit pass in the black market, i recommend buying all the kinds of fake passes so that you can try again if you get arrested

I forgot how exactly but I think if you wait for a quest to go see upper New ark, the tattoo parlor will be able to manufacture your bad looking cards into good looking cards that have yet to fail me.(and if you have good nimble stats you can recreate the cards for yourself if you can afford a pen and the bad looking cards).

Also, once you have a counterfeit pass with a negative descriptor, get a massage from Lin Lin and she'll show you how to take it from "won't work unless you roll at 20" to "will work unless you roll a 1".
