Have you put your Gacha Neon.exe at your desktop? Run the .exe app in the WinRAR, I had encountered that problem before, you just need to do this method. I hope it helps. :-)

Or you can simply go to the compressed folder and extract it again you don't really need WinRar but you can add whatever you want on your device.
ive extracted it multiple times and its not working
