I Would guess that it is because it is a different sorta class (like healer) and if you have already gotten  "Weapons Expert" that would make you melee class so then having both that  and "The Low Priestess" might be a bit overpowered  as you would be able to fight as melee class but also heal your companions.

I believe that those two skills are new class and if you want to play with those skills restarting will be needed just like how if you want to play with the mana knowledge skill you would also have to restart. 

I understanded about that , But you know, It's not that easy to level up or complete missions in this game. So I think that restart over from 0 is not a very good choice for me. Why didn't the creators make us enjoy the new content that he just added?

Our companions can die very easily. I was so excited when I hear the news that the creators will be adding a skill that we can heal our companions. But not like this.

Maybe a form of healing that we can give our companions instead of using healing skill is to give a potion to them during or before the battle to heal them that way they die less.

Give a potion to our companions was a good idea , But what I'm trying to says is why the creators have to stipulate that if we're going to use a new skills. We have to restart a new game only? That why the new content he had brought in was a meaningless.
