Map is great when playing SP mode but when you load it onto a dedicated server it stutters really bad to the point that you cannot play on it.
map tested on Dedi servers with no issues sounds like mod conflicts.
1) Use hard-wired internet connection. Wifi is aweful for latency and lag.
2) Hug a tree...then kill it! Logging drastically helps a map :
