Sounds fun and promising. I like the level select idea, what kind of theming will you use to differentiate them (nevermind, I kept reading: sounds cool)? I also like the risk / reward baked into the power bomb.

The Rank is very interesting, I love that the scope of the game is small enough to allow each level to have a variety of gameplay difficulties. 

The art design section is particularly nice, it shows that you understand what this game needs to be playable.

Overall I like this pitch a lot, it seems within the scope of a month long jam and shows a lot of gameplay knowledge/references that will help with implementation. Good luck!
