Yeah lots of content is missing obviously. Now towns are only added in the center of the world to have something to test play and bugs on. I will have around 40-60 towns i think.
There is also lots of interactions not implemented yet such as people hunting you down when you have a bounty. You can gain land though and visit it to collect riches and some of the quests and missions are implemented already:)
