I like the concept and the sample items are all interesting (e.g., a bus ticket that teleports people to random bus stops). They feel unique but not overpowered. Mechanically, there's some work to do on the referee's part to implement this (e.g., establishing how the Collector must test an item to unlock its ability). On the other hand, that offers people more ability to customize this Trait and fit it into their game in a way that balances the Collector gaining additional abilities alongside general player advancement.
